The Origins of ISAP
This is a national scheme for helping children and young people that Knowsley Council, along with 12 other Council’s across the Country, has been working on (you may have heard it called ‘IRT’ or ‘Identification, Referral & Tracking’). The Department for Education and Skills (DfES) is funding this national programme as part of the Government’s response to the tragic death of Victoria Climbié.
What we learn in Knowsley will inform developments across the whole Country and contribute to the Children Act 2004 that is making its way through Parliament. The Children Act 2004 is the cornerstone of the Government’s plans to reform children’s services by creating clear accountability for children’s services, enable better joint working and to secure a better focus on safeguarding children. The Act is currently progressing through Parliament and should be on the ‘statute books’ by the end of the year.
